It would be Pakistan’s first high-level diplomatic visit to nuclear rival India since 2014.

The reason is the conference that China is organizing in May by the regional organization Shanghai Cooperation Organization.

The already difficult relations between the two neighboring states of Pakistan and India have been at a standstill for years. In 2019, India launched a missile strike into Pakistani territory to target suspected Muslim rebels fighting in the disputed region of Kashmir. Pakistan then cut off diplomatic relations and trade even further.

India and Pakistan each claim full ownership of the Kashmir region they share. Rebels in the Indian-controlled part have been fighting the government in New Delhi since 1989. India describes the uprisings in Kashmir as terrorism initiated by Pakistan.
