Due to the housing shortage, the FDP wants to make it easier to realize new buildings, to renovate older living space and to convert office and business space into living space. The party has proposed six measures. Among other things, the rules for monument care and noise protection will be relaxed.
The number of building applications has fallen to the lowest point in 25 years, while at the same time the demand for apartments is increasing rapidly, the FDP reported on Thursday. This increases the pressure on prices. The party, on the other hand, only sees “a sustainable solution”. According to the FDP, building should become more attractive again.
Relax protection of monuments and homes
To achieve this, the party wants to relax the “excessive” protection of monuments and homeland. A phasing out of the standards and a less strict application should lead to better use of both existing and new buildings.
Building permits must also be issued more quickly. If an application is submitted fully digitally, a decision must be made within six weeks. A central administrative office must coordinate all departments involved.
Close building
The FDP also wants to intensify construction and increase the occupancy rate. For example, extensions and attic conversions must be made easier and the prescribed distances between the buildings must be reduced. In addition, office and business space must be able to be converted ‘unbureaucratically’ into living space.
Another measure provides for the “ventilation window practice” proposed by the Bundesrat to be quickly discussed and implemented in parliament. As a result, the noise limit values in an apartment no longer have to be observed everywhere, but only at a window that overlooks a courtyard, for example.
