The Council approved the motion on Wednesday with 99 votes in favour, 75 against and 9 abstentions. Now the Council of States has to decide on that.
At the moment, the ordinance makes no difference between donkeys, mules, mules and horses, Giacometti justified her initiative. Donkeys, mules and hinnies differ in physiology and especially in horse behavior.
Donkeys and mules and mules – they are crosses between donkey and horse – should therefore have social contacts with peers. Horses cannot replace these social partners for them. Donkeys often spend their lives helping horses.
Martin Haab (SVP/ZH) replied that donkeys and horses are closely related, seek each other’s proximity and mate with each other. For example, a mule, which does not belong to horses, should not live with its mother.
The Bundesrat wants to implement the demand, at least as far as social contacts are concerned. However, other demands of the motion, such as constant access for the gray animals to a shelter and regular health checks, are already regulated by the animal welfare ordinance, he noted.
Giacometti is demanding special husbandry rules for the approximately 11,000 donkeys, mules and hinnies living in Switzerland according to animal statistics. Unlike the horse’s coat, that of the donkey is not water-repellent and donkeys are therefore very sensitive to cold and wetness. So they needed shelter.
