The digital transformation of modern governance in Switzerland must be promoted in a timely manner, as stated in the Government Council report. This should be implemented with an agenda for national infrastructures and basic services for digital governance in Switzerland (Agenda DVS).
With the DVS Agenda, the federal government and the cantons want to quickly initiate key projects in the field of digitalization and promote the development of digital governance. Specific projects include, for example, the development of the state e-ID, the creation of common e-services and the further development of data exchange infrastructure.
A total of 116 million francs will be invested in Agenda DVS projects between 2024 and 2027. 77.3 million francs is financed by the federal government and 38.6 million francs by the cantons.
All parliamentary groups in the canton council spoke out in favor of the window loan. Peter Seiler (SVP) warned that there have been very good and failed IT projects in the past. It is important that the DVS agenda does not become an additional burden, but rather a relief for the canton.
The FDP faction sees more opportunities than risks in the project. However, at the moment it is difficult to understand how much money will ultimately be in hand, says Stefan Flück (FDP). However, the canton could have a say by participating.
Guido Cotter (SP) described the DVS as an organizationally complex structure. It remains to be hoped that sufficient controls will be introduced. It is common knowledge that larger IT projects have failed or exceeded their financial resources in the past.
