Transitional measure: The federal government makes 84 million available for Swiss researchers

Due to the current non-association with the Horizon Package, researchers in Switzerland are not admitted to the associated European call for submissions. Therefore, as in previous years, researchers in Switzerland should be offered an adequate national replacement, as the Federal Ministry of Economy, Education and Research (WBF) announced on Wednesday.

The resources with which Parliament voted for Switzerland’s participation in the Horizon package at the end of 2020 will be used for this purpose. The State Secretariat for Education, Research and Innovation (SERI) will commission the Swiss National Science Foundation (SNSF) for the tenders.

The Federal Council continues to pursue the goal of associating Switzerland with the Horizon package “as quickly as possible”. However, the calls for European grants for 2024 (ERC Starting Grants, ERC Consolidator Grants) would close in October or December 2023. The WBF also announced that they would therefore not be accessible to researchers in Switzerland even with an association in 2024.

Horizon Europe, the ninth EU framework program for research and innovation, runs from 2021 to 2027 and is the largest research and innovation funding program in the world, with a budget of more than 95 billion euros. Switzerland was involved in the previous Horizon 2020 programme. The Federal Council has already made transitional measures worth 1.85 billion francs available for the 2021, 2022 and 2023 tenders.
