The young liberals’ pension initiative must be presented to the people – without a counterproposal. The social committee of the National Council decided this today after a turbulent meeting with 14 votes in favor and 11 against.
Instead, the National Council must decide on a regulatory motion today, Monday, after which the draft will be fully discussed in the National Council on Tuesday. If the order – apparently suggested by the SVP – goes ahead, a no to the initiative is to be expected. Apart from the FDP, hardly anyone wants to burn their fingers in the middle of the election year.
Way out blocked for Jungfreisinn
With the no to the counter-proposal, the young liberal is blocked from the elegant way out of withdrawing the controversial initiative.
The young party is demanding an increase in the retirement age for both sexes. By 2032, the retirement age should gradually increase from 65 to 66 and then be linked to life expectancy: it should increase by 0.8 months for every month of extra life expectancy. Up to 67, 68 or more. Automatically.
In a referendum, the referendum would not stand a chance, according to polls. The retirement age of 65 for women had just passed, so the threshold for a higher retirement age is significantly higher for everyone.
Silberschmidt: “Generational justice for AHV”
The National Council had rejected the deal last week after a 93-to-92 vote for the committee. FDP, GLP and SVP pushed for a legislative counter-proposal. The trick here: The higher retirement age should be conceptually wrapped in cotton wool and disguised as an AHV debt brake.
Or as FDP national councilor Andri Silberschmidt (29, ZH) would have put it in his application for the development of a committee initiative: as “generational fairness for the AHV”.
Silberschmidt already outlined the key figures in an application: The income and expenditure of the AHV must remain in balance in the long term. As soon as the estimated expenses exceed the incomes for a certain period of time, the retirement age is increased by one month per calendar year until the expenses and income are balanced again. The mechanism should also work the other way around: if the AHV is in better shape than expected, the retirement age can fall again.
Concerns with the SVP
Center, SP and Groenen oppose the counter-proposal in the Social Commission – as in the National Council. FDP and GLP stuck to it. The latter, together with the SVP, would actually have a majority of 13 of the 25 votes in the committee.
In the end it wasn’t enough: because some SVP members were worried. In addition, SVP party chairman Thomas Aeschi (44) is an outspoken opponent of the counter-proposal to the committee. An automatic increase in the retirement age would “certainly overload the load”, he emphasized in the parliamentary debate. In addition, Parliament has already instructed the Bundesrat to present a solution by the end of 2026 to stabilize the AHV in the long term.
