Audiovisual material offers instructions to would-be whistleblowers on how to contact the US intelligence agency, giving them complete discretion
The United States Central Intelligence Agency (CIA) released the video to recruit disaffected Russians with war in Ukraine and life in Russia and ask them to act as confidants of Washington.
