It just so happens that Russia and the governor of the Moscow-appointed administration, Leonid Pásechnik, are calling what happened a “terrorist attack” when it clearly appears more like an act of war. From the moment of annexation by Moscow, all pro-Russian authorities hold office until elections are called, never as ministers, as they exist only in the Russian federal government.

At noon, Pásechnik reported on the Telegram network that “an explosion rang out in the very center of Lugansk at rush hour, on Demékhina Street.” Unfortunately, there are casualties. The Tass agency assures that the deflagration occurred around 1:30 p.m. (Moscow time). The Lugansk-24 television channel confirmed that it happened near the Lugansk State Television and Radio Company.

The local press claims that it was a bomb planted inside the hair salon, which was badly damaged, and not a missile strike. However, the regional authorities have acknowledged this Ukraine “fired two Storm Shadow missiles at Luhansk” that they hit the official building, broke the windows of numerous apartments and damaged several vehicles. The former representative of Luhansk in Moscow, Rodion Míroshnik, believes that the target was the aviation school.

“Civilian targets”

Last Friday, the Ukrainian army struck the region for the first time in a long time. Then, as a result of another Storm Shadow barrage missile, the buildings of various companies were destroyed or severely damaged. On Saturday, Kiev troops attacked the village of Yubileini, located on the western outskirts of Luhansk.

Ukraine received those shells from the United Kingdom last week and, according to a CNN source, Kyiv promised to London that these missiles will not be used to attack Russian territory. Just this Monday, the Russian Ministry of Defense assures that its anti-aircraft system managed to shoot down one of the missiles. His spokesman, General Igor Konashenkov, condemned that the Ukrainians were using these weapons against “civilian targets” and that they had caused “injuries to several people, including six minors.” On Friday, the Kremlin described the British government’s decision to supply long-range missiles to Ukraine as “extremely hostile”.
