His neighbors describe Frank P.* (57) as a strange contemporary. The divorce from his girlfriend is said to have affected the painter mentally upon his early retirement. That reports “Bild”. A reporter from the newspaper addressed the residents of the high-rise building in Ratingen near Düsseldorf (D), where an operation kept the security forces busy for hours.
