The perpetrator of the attackidentified as a Hispanic resident of Brownsville, whose name has not been released, was held by several witnesses to the incident until the arrival of the police, said the authorities, who did not specify his nationality.
Sandoval indicated at the press conference that the person is not cooperating with the authorities, which is why he is unknown whether the accident was intentional or accidental.
The official added that authorities took a blood sample from the driver and a toxicology test was ordered to determine if he had been using drugs or alcohol. “Brownsville police have never taken the position that this was an intentional act, but it’s a factor we have to consider,” Sandoval said.
The responsible person of the Episcopal Center Enrique San Pedro Ozanam, Víctor Maldonado, pointed out that the victims were men from Venezuela and that at the time of the event, between 20 and 25 migrants were sitting on the sidewalk waiting for the bus across the street from the shelter, according to Efe.
Maldonado stated that the migrants came from Venezuela and that they arrived at the shelter two or three days ago.
He said he reviewed surveillance video from the shelter after receiving a call informing him of the incident and that people waiting there were sitting on the sidewalk at the time of the hit-and-run.
“What we see on the video is that the Range Rover went through a traffic light about a hundred feet (30 meters) away and hit people sitting at the bus stop,” Maldonado said.
The media reports that the Centro Obispo Enrique San Pedro Ozanam shelter is the only one that operates at night in the city of Brownsville and manages the release of thousands of migrants from federal custody.
