“There is no doubt that they are carrying out direct attacks on civilian apartment buildings or places where there are many homes of the civilian population,” adviser to the presidential bureau Mykhailo Podoliak told Ukrainian television on Tuesday night. Moscow wants, among other things, to provoke a premature counter-offensive from Kiev. The Kremlin wants to test whether Ukraine is able to protect its own airspace.

In recent days, there have been several Russian missile attacks resulting in civilian casualties. In Uman in particular, a rocket hit a residential building on Friday, claiming many lives. Russian cruise missiles also caused serious damage and killed at least two people in the Dnipropetrovsk region of Pavlohrad. Kiev denies that military targets were hit.

Ukraine has been fighting off a Russian invasion for over 14 months. Since last autumn, Russia has been increasingly attacking targets in the hinterland with missiles – during the cold months, the attacks mainly focused on objects that provide electricity and heat.
