Russia has been waging an offensive war against Ukraine for almost a year now. The planned blitzkrieg has turned into a protracted and costly battle. Despite the defeat, Kremlin boss Vladimir Putin does not want to give up – American experts are now even reporting a new strategy from the Kremlin. The goal: to regain control and end the operational successes of the Ukrainian troops.
To that end, the Kremlin wants to treat the invasion, which it describes as a “special military operation”, as an all-out war in the future. Analysts from the renowned American think tank Institute of the Study of War (ISW) write this in their latest report. Russia is planning a “decisive strategic action” to reverse the war within six months.

The Russian plan includes five steps, part of which has already been implemented.
According to the ISW report, despite the planned innovations, Russia may not achieve its war goals. The steps may therefore have been entered too late.
However, a newly planned major Kremlin operation is not the latest attempt to turn things around. Putin remains ready to wage a protracted war against Ukraine. “The Kremlin is sticking to its maximalist goals of conquering all of Ukraine, even though it has managed the war poorly so far,” the analysis reads.
