His suggestion: abolish the solidarity surcharge. “This step would ease the burden on our businesses internationally.” The solidarity pact expired in 2019, but solidarity remained intact for entrepreneurs and high earners. The surcharge was originally introduced in 1995 to rebuild the East after reunification.
