The meeting with around 500 participants will be chaired by Swiss Foreign Minister Ignazio Cassis and the head of the Ukrainian presidential office, Andrij Jermak. However, these are not real peace talks. Russia is not there. The main purpose of the conference is to keep Ukraine’s allies on the same page. And it should show ways for a future agreement with Moscow.
The security advisers discuss the future of Ukraine and the so-called peace formula with a ten-point plan to end Russia’s war of aggression. Ukrainian President Volodymyr Zelensky’s peace plan includes the immediate withdrawal of all Russian troops from all occupied territories. In addition, all prisoners of war must be released. Legal punishment of Russian politicians and military officials over the war is also part of the plan. Russia had previously rejected the peace formula as ‘unrealistic’.
Nuclear safety
According to the Swiss Ministry of Foreign Affairs, the aim in Davos is to conclude discussions on principles for a lasting and just peace in Ukraine at the level of security advisers. The results presented by working groups discussing the principles of the peace formula will be discussed. The next steps should also be discussed. In particular, Switzerland participates in the working groups “Nuclear Safety”, “Food Safety” and “Confirmation of the End of the War”.
The meeting will include panel discussions on food safety and humanitarian aspects. Switzerland has committed to providing humanitarian aid, humanitarian demining and reconstruction assistance in Ukraine. The reconstruction process in Ukraine was launched in July 2022 at a conference in Lugano TI.
The authorities have taken strict security measures for the meeting in Davos, as they also apply to the WEF: closed airspace, checkpoints, snipers and 52 kilometers of fences are just some of the measures. The police are supported by approximately 5,000 soldiers.
By hosting the fourth meeting of national security advisers, Switzerland underlines the importance of dialogue in the search for a lasting and just peace in Ukraine, the Swiss Foreign Ministry wrote. The three previous meetings took place in Copenhagen, Jeddah in Saudi Arabia and Malta in 2023.
Zelenskyj called Amherd on the phone
Zelensky and Federal President Viola Amherd had already spoken by telephone on Friday. According to the Ukrainian presidential office, they discussed bilateral measures. She did not provide more specific information. Zelensky also thanked Switzerland for its support to Ukraine and for organizing the conference in Davos.
According to organizers, Zelenskyj himself wants to appear in person at the WEF in Davos on Tuesday and give a speech. He also wants to meet with government representatives and continue to request Western military assistance. Details of his visit plan have not previously been made public for security reasons. (sda)
