SonntagsBlick: Mr Portmann, your party colleague, federal councilor Ignazio Cassis, can claim success with the negotiating mandate – but the trade union federation and Travailsuisse rushed forward on Monday and are now setting the tone.
Hans Peter Portmann: The role of unions has been repeatedly criticized in foreign policy committees for years. Two years ago, the Federal Council, when evaluating a new negotiating approach, assured that it was only a matter of gathering information and limited to a few meeting dates.

You are talking about the confidential round in which the social partners are informed about the status of the discussions. What’s wrong?
Since the negotiations on a framework agreement, the Federal Council has allowed itself to be exploited by the trade unions and has remained blindly stuck in this dependency trap.

Isn’t it wise for Mr. Cassis to involve all forces?
But. But the fact that this so-called Sounding Board Group has a legal and constitutional overarching influence on the democratic processes cannot be accepted by Parliament, as the highest political institution.

So you want to reduce the say of workers’ representatives in the European file?
It is unbearable to see how the unions are fooling the Federal Council. Directly from their confidential sounding board meetings, they make their fundamental opposition public before the Federal Council officially announces its decisions and the results of the exploratory talks.

There are indiscretions on all sides.
The strategy to involve the social partners has failed. Union officials abuse workers as protective shields to protect their sins and wealth.

And what do you demand?
Parliament will have to break the monopoly position of the trade unions and implement reforms towards a truly liberal social partnership. On Monday I will discuss the role of the unions in the APK.
