The water has entered underground garages, subway stations, cellars and houses:
In many places the power has gone out and water pipes have burst due to the enormous amount of water. Therefore, local residents sometimes have to carry water in boilers to their apartments.
Where water has already drained, mud and debris make it difficult for rescuers to get through.
