On one-day construction sites, the right lane is usually allowed to use the emergency lane so that traffic can continue in two lanes on the highway. Unfortunately, as you rightly stated, many vehicle drivers ignore or ignore this sign, especially on daily construction sites. In such a situation, it is not unusual for dangerous situations to arise with sudden braking maneuvers before changing lanes.

The relevant signal (Article 59 SSV) is often overlooked, especially if yellow-orange temporary markings on the ground are missing (Article 72 Paragraph 2 SSV) on open road construction sites.
Many prospective drivers are now learning more and more the theory and therefore all the signage for practical use with an application rather than a classroom. However, special cases involving particularly dangerous situations are not specifically addressed here.
Astra should raise awareness
Astra, the Federal Highway Office, would have to take action to raise awareness across Switzerland. Finally, the situation you describe should be included in the so-called Highway Etiquette. However, transient signaling has not been an issue there so far.
Of course, the situation can be discussed in driving lessons. However, in practice if the driving lesson really takes you through a daily job site, which is of course difficult for us driving instructors to plan.
