Since there are no pedestrian crossings in 30 km/h speed zones, pedestrians can cross from anywhere they want. So who has the right of way – cars, motorcycles, bicycles or passers-by?

Pedestrians always take priority over vehicles at “green” traffic lights, pedestrian crossings and assembly areas, with the exception of trams.
True, in a 30 km/h zone, pedestrians are allowed to cross the street wherever they want, as there are no crosswalks. But then they do not have priority over all vehicles.
Also, many pedestrians at crosswalks are unaware that they are no longer allowed to use their right of way when a vehicle is too close to stop. Unfortunately, such (mis)behavior by passersby repeatedly leads to difficult situations and in the worst case, even accidents. Therefore, all road users should make eye contact as early as possible at pedestrian crossings to communicate.
