A study published this week by the University of Bern does not solve the entire problem of fan violence. The bottom line: the hooligan concordat, which was tightened ten years ago, has had virtually no effect.
At the time, it was hoped that national district bans, reporting requirements and alcohol bans at risky games would be an effective lever against fan violence. Nothing there! The University of Bern collected data on the Super League matches in 2015 and 2019 and interviewed 100 experts. Only 57 percent rated the concordat as effective.
“The Hooligan Concordat does not appear to have led to a comprehensive reduction in the number of violent incidents,” the study said. Moreover, the violence has moved outside the stadiums and the fronts between fans and police have hardened. And if fans were caught, the younger fans would move up.
