It was a beautiful day in February – until a car was parked on the Bundesplatz and a man in riot gear wanted to enter the Bundeshaus. hectic broke loose. Police evacuated the parliament building. Representatives and federal councilors had to leave the building: bomb threat!

False alarm: the federal prosecutor’s office has stopped the proceedings against the Walliser Philipp Z.*, who tried to enter the federal palace on Valentine’s Day. And in which an explosives test had turned out positive.

Blick has received the legally binding dismissal order from the federal prosecutor’s office. She provides insight into the background of the suspected act: Philipp Z. is not an extremist, but a man who has been struggling with psychological problems for a long time.

But why then did the man demand entry to the Federal Palace in combat gear? The transcripts of the interviews show that he wanted to ask Defense Minister Viola Amherd (60) if he could join the army. He wants to protect Switzerland because “all this Ukraine stuff is stressing me out”. The man further stated that he was expelled from the army due to psychiatric problems.

Second explosives test was negative

The security personnel found the statements suspicious. They checked the man. The explosives test was positive – a snus can in the man’s pocket was particularly effective. Because Philipp Z. also had a car key with him, the officials suspected that a large amount of explosives could be stored in it. That is why the police had the parliament building evacuated. A special robot then examined the Jaguar parked on the Bundesplatz.

However, neither the house search nor the later house search showed that Philipp Z. was in possession of explosives or acted in bad faith. A second explosive smear a day later was also negative.

In the investigation, Philipp Z. states that during his service in the army he never came into contact with explosives, except with grenades. But the Walliser had a hunch as to why the test had indicated. The military clothing he was wearing came from a “military store”. He bought them online. Philipp Z. suspects that there are still traces of explosives on this clothing, possibly caused by the previous owner. The federal prosecutor’s office does not comment on these statements.

A security expert contacted by Blick assessed Philipp Z.’s statement as “not unreasonable”. It cannot be ruled out that such traces can be detected by sensitive devices for a long time.

The young man now faces no further legal consequences. The objects seized in the search are returned to him, including a harpoon and a bow with arrows that were confiscated.

He bought the bow “about two to three years ago” when the doctors at the psychiatric clinic suggested he find a hobby. The man stated that he wanted to join an archery club. He bought the harpoon to go underwater fishing during the holidays, which he ultimately did not do, Philipp Z. further testified.

The Federal Council wants the books

The costs of the proceedings are charged to the federal treasury. Philipp Z. receives an expense allowance of 2,387 francs and 200 francs in payment.

In hindsight, the incident was a good thing at best. Members of Parliament, federal councilors and administrative staff have never been in danger. However, the evacuation of the Bundeshaus did not go smoothly. Not all the people in the Federal Palace had been led out of the Federal Palace. And when the people were out, they didn’t know where to go. A discussion broke out over the security of the Federal Palace. The Federal Council then announced that it would have the emergency management in the Federal Palace analyzed.

The confused young man had wanted to join the army to work for Swiss security. At least now he has contributed to increasing security in the Federal Palace.
