In view of the war in Ukraine, the Swiss government rules with the establishment of a new security service. The war shows how hybrid warfare is used alongside military means in current conflicts, the Federal Council said. These range from disinformation and influence, cyber attacks, pressure and blackmail to covert operations. That is why the Federal Council wants to strengthen the civil space within the Federal Public Service Defence, Civil Protection and Sport (DDPS) with a new State Secretariat for Security.
Together with the intelligence service, the federal police and the responsible services of the Department of Foreign Affairs (FDFA), the new State Secretariat will analyze the security situation at national and international level. The division of tasks between the individual departments and between the Confederation and the cantons remains unchanged.
New cyber office also planned
The new State Secretariat reports directly to Federal Councilor Viola Amherd (60), head of the DDPS. In addition, Amherd’s authority will also have a Federal Cyber Office. As Blick reported, on January 1, 2024, the National Center for Cyber Security (NCSC) will be transformed into a federal office and transferred from the Federal Ministry of Finance to the DDPS by Karin Keller-Sutter (59). About 70 employees are affected.
The upgrade to a federal office would have been unchallenged in government. However, there have been discussions about which department the new unit should be in. Amherd convinced a majority that the new federal office was good for her.
