“Topless” instead of bikini or bathing suit: Four Zurich city council members ask the city council for information about swimming regulations in the city’s indoor and outdoor pools. The MPs suspect that there is unequal treatment in the field of “topless” bathing – which must be eradicated.
Well before the start of the bathing season, the request asks for clarity about the municipal bathing regulations: As the signatory municipal councilors of GLP, Grüne, Mitte and SP have observed, the bathing regulations leave questions unanswered.
Unclear municipal swimming regulations
The municipal bathing ordinance only states that swimwear “shall not offend moral sensibilities”. In addition, only the right swimwear including a burkini is allowed.
Those responsible for the individual bathing establishments will lay down further regulations in this regard. According to the proposal, there is a more liberal practice in summer pools than in indoor pools. You can swim or sunbathe topless there. Flip flops and micro bikinis were also not objectionable.
Indoor swimming pools often have stricter rules
In the indoor swimming pools, on the other hand, a “sportier atmosphere” is sought. In concrete terms, this means swimming trunks for everyone and covered breasts for women. According to the parliamentarians, this unequal treatment of men and women can be legally difficult.
Instead, gender-neutral regulation is required. “Everyone should be free to decide what they want to wear, from swimming trunks to bathing suits to burkini,” she insists.
