The list of prohibited narcotics contains 276 substances and 15 substance groups (derivatives), including the new entries. Trade in and production of these substances is prohibited and falls under the criminal provisions of the Narcotics Act.

The new bans take into account the development of the drug market, as announced by the Federal Public Service Home Affairs (EDI). Due to changes or new creations, drug laboratories are constantly developing new designer drugs that are outside the scope of the law.

The substances referred to as “research chemicals” or “legal highs” pose a health risk. As the EDI wrote, it is not known if and to what extent they are addictive and how toxic they are. However, because of their similarity to controlled substances, authorities assume they are harmful.

The newly banned substances are not used medically or industrially in Switzerland, as the Swiss Agency for Therapeutic Products Swissmedic explained at the request of the Keystone-SDA news agency. However, they have been proven or expected to be used as designer drugs.

The psychoactive products are mainly offered via the internet. Hexahydrocannabinol (HHC) in particular was common in specialized online stores. This is the artificially produced intoxicating active substance THC in the hemp plant.

Other active ingredients of artificial cannabis are also prohibited. There are also extremely potent opioids, LSD-like hallucinogens, and a benzodiazepine derivative (tranquilizer).

In general, designer drugs are molecular modifications of substances covered by the Narcotics Act or completely newly developed chemical structures whose effects are comparable to those of existing drugs. They have a depressing, stimulating or hallucinogenic effect.
