The Legal Commission of the National Council (RK-N), like the small chamber in the more modern legislation, wants to explicitly mention the so-called freezing, the parliamentary services announced on Friday. This decision was taken with 14 votes in favour, 2 against and 9 abstentions.
The Commission also welcomes the new possibility of committing offenders to prevention and learning programmes. By 13 votes to 11 against, she also asked her council to join the Council of States and provide for a one-year minimum sentence for coercive rape on the issue of punishment.
If the National Council agrees with the Commission’s proposals, only one important difference remains. The RK-N also wants to punish sexual contact with children in the future, but the Council of States does not.
