Switzerland must deport rejected Eritreans to a third country

The Federal Council is going to launch a pilot project that should make it possible to send rejected asylum seekers from Eritrea to a third country. On the way to Rwanda.

If it is up to Lucerne FDP State Councilor Damian Müller (38), Switzerland will send rejected asylum seekers from Eritrea to a third country. He filed a motion on Wednesday. In it, the liberal calls on the Bundesrat to initiate a corresponding pilot project. Eight other members of the Council of States co-signed the motion. It is a civil alliance of FDP, SVP and center.

The pilot project requires the Federal Council to quickly identify a third country willing to take in Eritrean nationals who have been rejected in Switzerland. The country in question must be financially compensated. According to Müller, it is not about outsourcing the Swiss asylum procedure abroad.

Eritrea will not accept forced repatriation

The reason for Müller’s motion: the Eritrean authorities still do not accept the forced return of their citizens. According to the State Secretariat for Migration (SEM), a voluntary return journey is possible. According to current asylum statistics at the end of February, there are currently 336 Eritreans who have to leave the country living in Switzerland.

The State Council of Lucerne complained about rejected asylum seekers who lived in Switzerland at the expense of social assistance. This state of affairs is unsustainable. “This is intended to prevent asylum abuse,” says Müller Blick.

Because: On the one hand, these Eritrean nationals did not need protection from Switzerland. And on the other hand, they occupied shelters for refugees who urgently needed protection.

Repatriation «ultima ratio solution»

The motion further states that repatriation to a third country should be understood as an “utlima ratio solution”. Voluntary return should always take precedence over forced return to a third country.

The Federal Council is free to decide with which third country it wishes to launch the required pilot project. However, Rwanda has already expressed interest in this form of admission. Müller refers to an SRF report in the program “10vor10”.

The African country has been receiving displaced people for years. For example, the British government announced last summer that migrants who have entered the country illegally will be flown to Rwanda. The Rwandan government would then carry out the asylum procedure there. The two governments have signed an agreement on this.

However, the European Court of Human Rights stopped a first flight with migrants to Rwanda last year. A British court later classified the project as legal. Human rights groups say the British government’s plan is illegal, unworkable and inhumane.

Rwanda struck a similar deal with Israel in 2013. In addition, Denmark would be interested in an agreement. Parliament passed a law in 2021 that would make it possible to send asylum seekers to countries outside Europe.
