In the future, only those with a registered ticket should have access to football matches in the premier league. This means you must have an ID card for the stadium. This is to increase safety.
But the big question is how exactly you want to implement this. At the end of 2021, the security directors of the cantons and cities announced that they would “thoroughly” investigate the introduction of such personalized tickets.
The talks took longer than originally expected. More than a year later, the working group used is now presenting the results of the studies. What was agreed? And how further? Representatives of authorities and clubs will respond to this at a media conference at 3:30 pm in Bern.
What’s the background?
Again and again there are violent riots during or in the margins of football matches. Hooligans attack police officers with stones, throw Pyros on the field or get into wild fights with each other. In December 2021, the barrel overflowed for the conference of district judges and police directors (KKJPD). Continuing the status quo is no longer an option, she said — announcing that she would now introduce personalized tickets.
These have been a problem for years. The Bundesrat insists on it, but the resistance of the clubs is enormous. The corona pandemic boosted the debate. Due to the Covid measures, temporary identification was required. FC Sion also sold personalized tickets for a while.
A final decision was delayed due to protests from the clubs. First of all, it was agreed to draw up an implementation concept. In June 2022, the licensing authorities and clubs subsequently announced that they had agreed on a joint approach. A working group was set up, in which the clubs are also involved.
What exactly is planned?
We will find out in detail only today. So far only the name of the project is known: «Biglietto+». However, the authorities have already made some important points clear:
- Personalized tickets should only be available in the top football league. The Challenge League and ice hockey games will be abolished for the time being, as stated in 2021.
- The personal data of the spectators may only be kept if there are riots during a match. Otherwise, they will be deleted after the match.
- Once received, the data is checked against the hooligan database to see if anyone has been banned from the stadium or ward or is required to report.
- It must remain possible to transfer subscriptions or a separate card to others. There must also be standing places and it must remain possible to buy tickets spontaneously.
Why are fans and clubs so vehemently against it?
Football clubs fear that personalized tickets will lead to fewer visitors. They also expect fan boycotts. They warn that the new arrangement poses a safety risk because home and away supporters would be standing longer in front of the stadium and the longer waiting time could lead to more aggression. This results in higher security costs.
Why is the Federal Council in favor of it?
In a report, the Bundesrat states in 2022: It expects the cantons to set stricter requirements to prevent violent riots. According to him, the Corona period has shown that measures such as personalized tickets, no standing places and guest fans have considerably reduced the violence surrounding sporting events. “The measures naturally lead to less income for the sports clubs, but also to lower security costs,” the Federal Council is convinced.
When can the personalized tickets be entered at the earliest?
The personalized tickets will certainly not arrive until early 2024. This was made clear by Luzern government councilor Paul Winiker (66), who leads the working group on the part of the KKJPD. It is more likely that the change will not come until the start of the new season, so at the earliest in the 2024/25 season.
