The federal government needs more staff for cell phone evaluations

According to the Federal Council, the new tasks such as reading a data carrier, temporary storage and evaluation will in the future be performed by employees in the six federal asylum seekers centers. It can be assumed that this will require additional staff: six full-time jobs and six additional part-time jobs.

On average, almost three-quarters of asylum seekers have not submitted their identity papers in recent years. For about half of them, the federal government assumes that various data carriers can be evaluated in the future, as stated in the report on the corresponding amendment to the ordinance.

Based on the long-term average of 20,000 asylum applications per year, it can therefore be assumed that an average of five evaluation procedures will be carried out per federal asylum seeker per working day in the future. Currently, the numbers of asylum seekers are significantly higher.

However, in the medium and long term, the federal government expects cost savings from the new evaluation options. Having additional information about identity, nationality or travel route available at an early stage can speed up the asylum procedure in individual cases.

Asylum seekers should only hand in their electronic data carriers if their identity, nationality or travel route cannot be established on the basis of identity cards or in any other way. According to the draft national ordinance, the State Secretariat for Migration (SEM) must first carry out a proportionality test on a case-by-case basis. The law does not provide for the mandatory withdrawal of a data carrier.

The consultation on the amendments to the national ordinance required for implementation will last until 19 June. For example, it must be determined which personal data on the data carriers of asylum seekers may be assessed by the SEM. In addition, the authorities responsible for the assessment are mentioned in the SEM and the procedure for the assessment of the data carriers is regulated. It is still unclear when the Bundesrat will allow the regulation to enter into force. (SDA)
