The additional loans total 604 million francs, the Federal Council announced on Friday. The expenditures would be offset by additional revenues and would be budget neutral for the federal government.
The loan request of 315 million francs for the reserve power stations is due to the fact that the division of tasks between the federal government and Swissgrid entails additional costs for the Federal Office of Energy. However, according to the Federal Council, these are “fully financed by additional revenues from network usage fees”.
More asylum applications
The government justifies the additional costs of 255 million francs in the field of asylum by saying that the State Secretariat for Migration (SEM) expects 33,000 asylum applications and approximately 25,000 additional applications for S status in 2024. This is considerably more than planned in the budget: at the time it was assumed that this would involve 20,000 asylum applications and 10,000 Status S applications.
The majority of the loan must go to additional housing, including security and support. 239 million francs have been allocated for this. In addition, the SEM should have more capacity to process asylum applications. The 85.9 temporary additional full-time jobs are intended to ensure that there are no mountains of work in the pipeline. R16 million has been requested for interpretation services.
Aid to Ukraine and European Football Championships
The other additional loans relate, among other things, to a support package for humanitarian demining. It also covers issues such as combating abuse of Covid guarantees, procedural costs related to the takeover of CS by UBS and the organization of the European Women’s Football Championship. The latter costs a million francs.
The Council of States voted on Thursday to support next year’s European Championships with 15 million francs. He therefore demanded almost four times the amount proposed by the Federal Council.
