The electronic ankle bracelet, already in use as an alternative to prison, is intended for people with a lower risk of recidivism and a lower risk potential, Geneva State Councilor Carole-Anne Kast (SP), responsible for security, explained in an interview with “Le Matin Dimanche”.

With the ankle bracelet you do not perform real-time localization, but you check whether the person in question adheres to his sanction regime. “People who are identified as at risk do not have access to this facility.”

The localizable bracelet would make it possible to offer these people an alternative measure to detention, according to the State Council. By being able to intervene at the victim’s home or workplace or to stop the perpetrator along the way, the chance of action in the event of an alarm is eliminated, says Kast.

The canton of Geneva wants to play a pioneering role in the fight against domestic violence in French-speaking Switzerland. Last March, the Conference of Cantonal Directors of Justice and Police (KKJPD) gave the green light to corresponding pilot projects to combat and prevent domestic violence and violence against women.

Among other things, the specific use of electronic surveillance measures to protect victims should be further developed as part of cantonal pilot projects, as is currently happening in Geneva. According to the KKKPD, the purpose of the pilot projects is to further improve optimal care for victims and prevent violent crimes.

The findings of a trip by a KKKPD delegation to Spain at the end of January 2023 were also included in the planning of the projects. Dynamic electronic monitoring of perpetrators and victims is already being used in Spain.
