More mothers should take up paid work after the birth of their children. According to the National Council, the Commission for Science, Education and Culture of the Council of States (WBK-S) also wants this. However, she would like to implement an alternative concept with a childcare allowance.
She approved proposals for a corresponding bill with eleven votes in favor and one abstention, parliamentary services announced on Friday. Based on the consultation results, she will decide which applications she will submit to her council, according to the WBK-S.
The details of the proposal are not yet public. However, according to the announcement, the Commission of the Council of States does not want to place an undue burden on the federal budget with a strongly tied new service. It therefore considers the financing system it proposes through employer and possibly employee contributions compatible with the aim of combating the shortage of skilled workers.
According to the WBK-S, the solution presented takes into account the fear that very complex structures would have to be set up in the cantons for implementation if a federal contribution were to be introduced.
