At Baku airport the trip was over: Nik Gugger (53, EPP member of the Zurich EPP) was not allowed to enter Azerbaijan this weekend, Blick reported.

He was held at the airport for three hours. Authorities confiscated his passport and then put Gugger on the next plane to Istanbul.

This caused a minor diplomatic scandal. Gugger traveled to Azerbaijan on a diplomatic passport as an election observer for the Organization for Security and Co-operation in Europe (OSCE). There he wanted to observe the upcoming presidential elections on Wednesday. Gugger has experience with this and has already carried out similar missions in Russia and Moldova.

Now officially Switzerland has also responded. The Swiss Ministry of Foreign Affairs summoned Fuad Isgandarov (62), the ambassador of Azerbaijan, on Monday. The Ministry of Foreign Affairs (EDA) confirmed this to Blick on Monday evening.

“On this occasion, the FDFA expressed Switzerland’s displeasure at the unacceptable treatment of National Councilor Gugger,” said FDFA spokesperson Valentin Clivaz. The FDFA demands “an official statement on the incident” from Azerbaijan.

Cassis is in India

Foreign Minister Ignazio Cassis (62) could not have the conversation himself. He recently traveled to India to promote a summit on Ukraine.

Gugger also wanted to exchange views with the ambassador on Monday. He could not be reached for comment by Blick on Monday.
