Minister of Justice Elisabeth Baume-Schneider (59) unexpectedly moves to the vacant Home Affairs department of Alain Berset (51). Even though her move can be interpreted as an escape from the difficult asylum file, she also inherits large and difficult files at the Home Affairs – and a voting marathon next year.
Blick explains where the new Minister of Health should roll up her sleeves.
1
Stop initiatives
The big pension drama will take place on March 3, 2024. On the one hand, Switzerland will then vote on the Young Liberals’ pension initiative. It wants to gradually increase the retirement age from 65 to 66 in 2032, and then link it to life expectancy: the retirement age must increase by 0.8 months for every month of additional life expectancy. Go to 67, 68 or more.
On the same day, Switzerland will also decide on a 13th AHV pension. The SP, Baume-Schneider’s party, is fighting, together with the trade union federation, for extra benefits for pensioners. The supplementary AHV pension is also well received by seniors, women and French speakers.
2
Reduce healthcare costs
The new head of the Interior also faces an enormous task in the healthcare sector. It aims to reduce costs while increasing quality.
The costs of health insurance give many Swiss a stomach ache. Hardly any topic worries the Swiss anymore. Here too, two initiatives are under consideration that will be presented to the population in the summer. The cost reduction initiative of the Center Party and the premium exemption initiative of the SP. Parliament has drawn up a counter-proposal that is more favorable to the budget. Here too, the SP minister must fight against her party.
3
Complete the BVG reform
Later next year, the new Minister of Social Affairs will have to argue for reform of the pension funds. Leftists and unions collected signatures against it – and now the Swiss electorate has decided: the reform aims to reduce the minimum conversion rate from the current 6.8 percent to 6.0 percent. This means that for every 100,000 francs in pension capital saved, there is only 6,000 instead of 6,800 francs in pension annually.
There must be a pension supplement for a transition generation of 15 years. A maximum of 200 francs per month is planned for the first five, a maximum of 150 francs for the second five and a maximum of 100 francs for the last five years.
4
) Alleviate the nurse shortage
There is a shortage of thousands of nurses in hospitals and nursing homes. The Federal Council wants to implement the healthcare initiative in two phases. The first, with a training offensive expected to run over eight years from mid-2024 and the option for healthcare providers to invoice certain services independently, has been completed.
The Federal Council wants to regulate further elements of the new constitutional article in a new law, which cannot enter into force before 2027. This includes better working conditions in nursing, professional development and better reimbursement for nursing services.
