The vote on the initiative for a 13th AHV pension casts its shadow: The National Council wants to improve the AHV pension for people in need. With 168 votes to 0 and 18 abstentions, he approved a corresponding motion by GLP national councilor Melanie Mettler (46, BE). She emphasized in the council debate that money from the first pillar should be distributed where it is needed.

“I am very pleased that the National Council has recognized the need for action on low pensions,” Mettler told Blick. “Pension households with a tight budget receive more pension. It concerns an additional billion francs.”

Adjust the AHV pension formula

And it works like this: only the poorest retirees should receive a higher AHV. The Federal Council should therefore adjust the AHV pension formula accordingly in favor of lower incomes. At the same time, Mettler wants to prevent additional benefits from simply being reduced. The new pension formula is therefore intended to provide “effective improvement” to needy retired households.

However, a financial limit is also set: the subsidy may not exceed two percent of the annual AHV expenditure. At the current level of approximately 50 billion francs per year, another billion will be added.

The pension increase is not only based on needs, but also respects the intergenerational contract, Mettler emphasizes. And: “Together with the occupational pension reform already passed by parliament, pensions for all pension households will be vastly improved.”

Yes from the Council of States is still missing

However, the AHV expansion is not over yet. The Council of States must also give its blessing to the proposal before the Federal Council must implement it. The small chamber has already considered an identical proposal from middle councilor Beat Rieder (60, US) and referred his motion to the responsible social committee.

The final decision will not be made until next year – possibly even after the vote on the initiative for a 13th AHV pension, which will go to the polls on March 3, 2024.
