External investigation report: Allegations against Innerrhoden’s building and environment department refuted

The research report published on Wednesday states that the information provided by the Building and Environment Service (BUD) to planners and construction applicants must be optimized. To improve the process, it should also be possible to submit building application documents digitally.

The consultancy firm Forrer Lombriser und Partner AG in St. Gallen was commissioned to carry out the clarifications. The professional committee (government) had ordered an external investigation into the situation in the BUD “on the proposal and with the consent of the client Ruedi Ulmann”.

The investigation was prompted by accusations from private individuals, companies and governments. They criticized the alleged frequent non-compliance with deadlines for construction permits and use planning.

The report now refutes this accusation. The legal deadlines were met in more than 90 percent of the samples of 150 cases, the report said. “From an external perspective, however, the most important lever to speed up the entire process is that the application documents are complete and of sufficient quality as early as possible.”

The report also did not confirm any other accusation that the BUD was fluctuating above average. This is average compared to the entire cantonal administration. (SDA)
