In the future, officials will care for disabled and elderly people at home.

In the future, people who perform community service must be able to care for people with disabilities and the elderly at home. A pilot project involving 133 missions has confirmed the benefits of those performing community service in outpatient care.

On Wednesday, the Federal Council took note of the report on the ‘outpatient care’ pilot project. Hourly and part-time civilian missions were tested, taking place from early December 2021 to late June 2023.

The outpatient deployment of public servants in private households can ease the burden on caring relatives – and the healthcare cost situation is likely to worsen in the coming years. Older people and people with disabilities increasingly want to live independently at home instead of in an institution.

The external evaluation of the pilot showed that the deployment of community workers in outpatient care noticeably supported the caregivers, their family members and also the companies that provided the services. For example, a civil servant can take a disabled person to the doctor, do household chores or even provide relief through his or her presence.

Freedom of choice for disabled people must be promoted

To make outpatient civilian missions possible in the long term, the legal framework must be adjusted. The Ministry of the Interior should make the necessary preparations together with other specialized organizations.

The Federal Council intends to continue activities under the “Housing” program. The aim is to promote the freedom of choice of people with disabilities when it comes to housing and to provide needs-based and individual assistance.
