The Federal Council wants to abandon the requirement that all recruitment schools must last 18 weeks. Instead, the duration should be based on the training needs of the military branches. This means that it can also be shorter. The further training must be tailored to the needs of the army and its members. For the majority of army members, there will be no change in the total duration of their military service.

The revision of the military law legalizes the current surplus of the army for up to five years. The Federal Council therefore meets the requirements of the threat situation. Fluctuations due to different vintages can also be compensated in this way.

The state government does not deem it appropriate to reduce the army to the current legally required size due to the current geopolitical situation.

The state government wants to promote digitalization of the military with further changes. In the longer term, every member of the army should be able to view and edit their own data via an app.

Measures against cyber threats

The requirements, limitations and controls on offset transactions for military purchases abroad are not currently formally regulated. When revising military law, the Federal Council wants to anchor the basic principles in law.

This includes responsibilities, organization, objectives and the best possible compliance with a linguistic regional distribution key. In addition, financial thresholds and the amount of compensation obligations are determined.

Due to the threat situation and the ubiquitous cyber threat, the Federal Council wants to expand the military’s right to seize property. So far, the military can only requisition immovable and movable property, such as vehicles, during active or emergency service.

It should now also be allowed to seize so-called controllable forces of nature. The Federal Council defines this as, for example, electricity, data or radio frequencies. The new confiscation rights also include intellectual property, labor and services. There are also milder forms of action, such as usage restrictions and prohibitions. Compensation will be provided for this.
