For the first time, the Federal Council has defined a target for the integration of Ukrainian refugees into the labor market: by the end of 2024, 40 percent of employable women and men with S status should be in work. Today, only 20 percent of them have jobs.

Asylum Minister Elisabeth Baume-Schneider (59), together with the economics department of Guy Parmelin (63), wants to develop concrete measures by April that should provide more Ukrainians with jobs.

In the future, Baume-Schneider wants to impose more binding requirements on the cantons: they must offer language support courses for all Ukrainian refugees. They should also clarify the options in individual cases. Apparently the cantons have shown varying levels of commitment so far.

There is a problem with childcare

The cantons are responsible for integration. You receive 3,000 francs per person per year from the federal government.

“Knowledge of the national language is of great importance for integration into the labor market. But the money from the federal government is often not enough to bring Ukrainians to a level where they can work,” says Adrian Wüthrich (43), chairman of Travail Suisse.

In addition, a lack of child care makes it difficult for Ukrainian refugees and their children to find jobs, Wüthrich continued. A greater commitment is needed there.

Zug interviews everyone

The canton of Zug stood out as an example canton last year. There is therefore no fear of being able to meet the requirements of the Federal Council in the coming year. 32 percent of registered people with protection status S already work there today. “The canton of Zug carries out individual potential assessments with all people immediately upon arrival,” says Jeannine Lütolf, spokeswoman for the Home Affairs Directorate of the Canton of Zug.

This results in individual support measures, such as language courses organized by the canton or job coaching. But because there are many international companies in Zug, there are likely more jobs available for people who speak English, says Lütolf. The demand on the labor market is also central.
