Due to the conflict in the Middle East: EDA suspends aid to Palestinian and Israeli NGOs

The decision was made due to the new situation since the Hamas attack on Israel last October 7 and the resurgence of hostilities in the Middle East, the FDFA said.

Six Palestinian and five Israeli NGOs are affected. These organizations are mainly active in the field of human rights and are supported in the context of the department’s cooperation programs in the Middle East.

The decision allows an in-depth analysis of the extent to which the communications of these organizations comply with the EDA Code of Conduct and anti-discrimination clause, to which the external partners are subject. EDA’s cooperation activities in the Middle East must adapt to the new context that has prevailed since the resumption of hostilities. The relevance and feasibility of the programs should therefore be analyzed in general.

The FDFA attaches great importance to ensuring that its financial support is used appropriately. It carries out systematic checks on all its partners, for example through on-site visits or through exchanges with third parties.

Two days after Hamas began its attacks on Israel, federal councilor Ignazio Cassis established a task force to investigate financial support to organizations in the Middle East. This was also tasked with carrying out a detailed analysis of the financial flows within the framework of the cooperation program in the Middle East.

According to its own information, the Federal Public Prosecution Service had already investigated weeks before Hamas’s attack on Israel whether the Palestinian organization Hamas was financed with money from Switzerland. Criminal proceedings have been initiated on suspicion of financing a terrorist organization.

The investigation continues in collaboration with the federal investigation. Federal Prosecutor Stefan Blättler did not provide any further information about the procedure when announcing the criminal proceedings in order not to jeopardize the investigation.
