Farmers need to tighten their belts.

The Federal Council wants to spend less money on agriculture in the years 2026 to 2029 due to the tense financial situation. He discusses a payment framework of 13.67 billion francs. That would be 2.5 percent less than in the years 2022 to 2025.

The next agricultural policy reform is in the pipeline. During the discussions on agricultural policy from 2022, Parliament instructed the Federal Council to submit a reform proposal from 2030. Parliament approves the 2022 agricultural policy without additional climate targets. In order to make adjustments to the payment framework without changing the law, the Federal Council wants to use its room for maneuver at the regulatory level, he wrote on Wednesday.

He wants to adapt agriculture to the consequences of climate change and, as it were, shift 110 million francs from 2026. He wants to use an additional 86 million francs for structural improvements and 24 million francs for the breeding of disease-resistant varieties and sustainable crop protection. This means there is less money for farmers in other areas.

The federal government is tackling direct payments

He wants to make the necessary resources available with 92 million francs from the payment framework for direct payments and 18 million francs from the production and sales payment framework. The Federal Council has submitted the proposals for consultation until January 24, 2024.

The slightly smaller payment framework for agriculture is not unexpected. Given the financial situation, the Federal Council decided at the beginning of this year to slow down the growth of tasks in various areas. He wants, among other things, to reduce weakly committed expenditure, including for agriculture, by two percent from 2025.

Payment limits are maximum amounts of estimated appropriations for certain expenditure set by Parliament for several years. The final loans must be requested in the budget and approved by the municipalities. (SDA)
