Parliament has approved the second phase of the revision of the Spatial Planning Act. The core of the proposal is to stabilize the number of buildings outside built-up areas. (archive image)

The National Council joined the Council of States in the latest disagreements on Wednesday. Applications outside construction areas that are not site-specific and that benefit economic development are therefore in principle possible anywhere in the country.

The National Council had wanted to allow this option only in mountain areas, but now relented. Mike Egger (SVP/SG), spokesperson for the Commission for the Environment, Spatial Planning and Energy (Urek-N), said that Urek-N had assured itself that the cantonal directives allowed sufficient attention to be paid to the needs of agriculture .

The municipalities have now also agreed on specifications for installing mobile phone antennas outside construction zones. The proposal is the indirect counter-proposal to the landscape initiative.
