Bernese middle national councilor Heinz Siegenthaler (67) wants a “holiday of democracy”. On September 12, 1848, the first federal constitution came into effect. It was time to bring this momentous day to the attention of the citizens and honor it appropriately, he justified his initiative. The date becomes a national holiday. Means: closed shops, no work and feet up.
In May of this year, Siegenthaler managed to get a majority in favor of it in the National Council. The National Council accepted the proposal for the new holiday by 94 votes in favour, 82 against and 6 abstentions.
But now the downer: the responsible committee of the Council of States (SPK-S) says no. She voted 10 to 1 against introducing another national holiday.
“Significant economic costs”
The ‘no’ should mainly please the economy, as an extra national Friday costs millions. The Commission then writes this down in its justification for the rejection of another national holiday. “Enshrining a second national holiday on September 12 would not only entail significant economic costs, but it is also unnecessary.”
On August 1, Switzerland’s national cohesion is celebrated extensively. “There is no need for a second date to compete with August 1.” The Commission also refers to the celebrations taking place this year to mark the 175th anniversary of the Constitution. “It doesn’t necessarily take a holiday to honor the achievements of the time.” However, the Commission will examine whether appropriate celebrations can be institutionalised.
The Bundesrat also shares the Commission’s view. He also adds federalism as an argument: the cantons are responsible for determining the holidays.
With the committee’s decision, the new holiday should be off the table. The Council of States decides in the autumn session. However, given the very clear vote by the Commission, a yes is very unlikely. Democracy Day is likely to be fatal for democracy. (co/sq)
