After the CS debacle: the second guard should fix it

Many roll their eyes in the Bundeshaus. The Parliamentary Commission of Inquiry (PUK) is complete. Seven members of the Council of States and seven of the National Council make up the squad that will spend the next 18 to 24 months investigating the circumstances that led to Credit Suisse having to be bailed out of UBS with the help of the federal government .

“Personnel that can do it”, say various members of parliament and of the parties. But few are really satisfied. For many, the parliamentary groups have not appointed the first guard.

Bank friends, lawyers and financial experts

National Councilors Thomas Matter (57) and Alfred Heer (61) and State Councilor Werner Salzmann (60) of the SVP take their seats in the PUK. The SP sends State Councilor Roger Nordmann (50) and State Councilor Daniel Jositsch (58) into the race. The FDP expelled Andrea Caroni (43) and Philippe Bauer (61) and National Councilor Daniela Schneeberger (55) from the Stöckli.

The two state councilors, Isabelle Chassot (58) and Heidi Z’graggen (57), as well as national councilor Leo Müller (64), are allowed to take their seats in the PUK in front of the center. And the GLP has nominated Roland Fischer (58). The Greens are State Councilor Maya Graf (61) and National Councilor Franziska Ryser (31).

Surely they should all be used by the top of the two councils this Wednesday. Then it will also be determined which of these 14 may take over the prestigious presidency.

The mistakes CS has made over the past two years need to be worked through. How the financial market authority Finma acted – or not. How the National Bank (SNB) behaved, what role FDP Finance Minister Karin Keller-Sutter (59) played from the beginning of the year and whether SVP predecessor Ueli Maurer (72) made mistakes – and if so, which ones.

Extra not the best horses sent to the stable?

Just now: Many in Parliament still doubt whether the PUK will be able to put all the important facts on the table. On the contrary, the composition of the Commission is despised.

There are several reasons for this: whoever is a party or group chairman has no time to go through files and question people for the PUK for up to two years. In addition to the parliamentary situation, the professional and/or family situation can form an obstacle. In addition, banking experts in parliament are likely to reject the idea due to conflicts of interest, for example because CS used to be one of the clients.

At the same time, there is speculation that the party leaders did not want to send the best horses out of the stable. A successful PUK presidency can certainly become a springboard to the Bundesrat – which can also hinder your own ambitions.

And leftists complain that some middle-class people are unqualified. Banker Matter is accused of trying to launder his own industry. And FDP Vice President Caroni suspects that they want to protect the responsible Minister of Finance Karin Keller-Sutter (59).

Central favorites fail to inspire

Since Keller-Sutter belongs to the FDP and his predecessor Maurer belongs to the SVP, almost none of these factions are eligible for the PUK presidency. The bourgeoisie, in turn, does not want a leftist PUK chairman, which makes things difficult for the SP and the Greens. And the GLP with only one representative also has little chance. This leaves only the middle faction.

Because Leo Müller has announced that he does not want to become president, only States Council members Z’graggen and Chassot remain. And indeed, it would be high time for the first woman to take over a PUK presidency. That would be extra attractive on the day of the women’s strike.

But the boss must also be able to lead the PUK to success. Here many are not sure whether Chassot or Z’graggen can do it. Neither has yet broken the strings in parliament. Z’graggen even has concerns from its own ranks. She is too close to SVP for some.

You would expect the crown favorite and middle member of the Council of States Daniël Fässler (62), but also party chairman Philipp Matthias Bregy (44). But both gave up.

Very different SP man Nordmann. He gives up his party chairmanship to have time for the PUK. “It shows how serious he is. He gets a lot of credit for that in parliament,” says an FDP politician.

The fact that the center assumes that it has the PUK presidency is certainly not well received by the other groups.

On the other hand, they can point the finger at the middle party if it becomes clear in one and a half to two years that the PUK investigation has actually ended in a fiasco.
