Army warns Council of States: no RS due to asylum seekers’ emergency?

The military currently makes hundreds of places available to the federal government for asylum seekers.

With its decision, the Council of States alienated not only the cantons, but also the army. Last week, the small chamber spoke out against container villages for asylum seekers. The Federal Council had requested an additional loan of CHF 133 million to set up temporary accommodation for asylum seekers.

The majority of the Council of States rejected the motion. They believe that instead of setting up containers, the federal government should make better use of existing civil protection facilities. Contrary to asylum minister Elisabeth Baume-Schneider (59, SP), it is no problem to put children under the ground.

No RS because of asylum seekers?

However, the Ministry of Defense (VBS) warns. As the “Tages-Anzeiger” reports, it reached the responsible finance committee of the Council of States. Several sources would confirm that a document submitted to the Commission indicates what the consequences of a no would be: If the army had to make as many places available for asylum seekers in the autumn as it does now, the recruiting school would have to be suspended. There would be no more room for the recruits.

The Federal Council also justified the construction of the container villages by saying that the military needed some of the accommodation currently provided for its own purposes.

The army declined to comment on statements made by the finance commission to the “Tages-Anzeiger”.

Representatives of cantons upset cantons

Like the army, the cantons also have space problems. If the number of asylum seekers really rises as much as the federal government expects next autumn, the cantons and municipalities themselves will need the civil protection systems.

The fact that the members of the state council, as representatives of the cantons, are now taking a decision that goes against the interests of the cantons, is a source of resentment.

Karin Kayser-Frutschi, 56, co-chair of the Cantonal Judiciary and Police Directors (KKJPD), told the SonntagsBlick: “I would like the councilors to consult us before rehearing the case on Tuesday.”

Council of States decides to review decision

The Conference of Cantonal Social Directors also appealed to the Council of States in the “Tages-Anzeiger”. In a letter they call on parliamentarians “urgently” to approve the loan.
