Pension battle enters the next round: debt brake must put AHV back on track

If it is up to the young liberals, we will soon work up to the age of 66 – or even longer. The pension initiative of the young party advocates raising the retirement age for both sexes. In a first step, it should rise from 65 to 66 years and then be linked to life expectancy.

On Monday, the National Council will discuss the referendum as second council. A counter-proposal is also under discussion.

Council of States and Bundesrat against

The Council of States said no to the initiative last March. The Pre-Advisory Committee of the National Council also proposes the rejection by 20 votes in favour, 4 against and one abstention.

The Bundesrat is also against automatism. The Young Liberals want the retirement age to rise by 0.8 months for every month of extra life expectancy. According to the initiators, this should safeguard pensions and depoliticize old-age provision. However, the state government warns that such an automatic mechanism would deprive parliament and voters of the necessary leeway to take other criteria into account when adjusting the retirement age.

There are two counter proposals pending

However, the provisional advisory committee of the National Council wants to refute the pension initiative with a counter-proposal and has tabled two motions. On the one hand, she asks that the submission to the National Board of Social Security and Health (SGK-N) be rejected. This would be linked to the task of creating an AHV debt brake at the legislative level as an indirect counter-proposal.

Should that motion fail, the minority of the committee will propose a constitutional amendment, i.e. a direct counter-proposal. The proposed constitutional text stipulates that the Bundesrat and parliament must act if the income and expenditure of the AHV become unbalanced in the long term. However, unlike the pension initiative, it does not automatically raise the retirement age.

Retirement age for women 65 from 2028

Last fall, voters voted yes to raising the retirement age for women to 65. From next year it will gradually be adapted to that of men. It is increased by three months every year – meaning women are equal to men over the age of 28. (IHA/SDA)
