He commissioned Bern law professor Beat Stalder to draft a legal opinion. The report should be ready in November.

Voters had accepted the SP’s initiative “2000 flats for Zug’s medium-sized companies” on 18 June. The request includes a set of specific measures to achieve the 20 percent affordable housing target by 2040.

The city council said on Wednesday that from a legal standpoint, the initiative was a simple proposal. For this reason, it must first be implemented in the municipal law.

The study was dealt with immediately, but several legal questions remained unanswered. At the same time, it is also related to the continuation of the ongoing work on the development plans as quickly as possible. After the proposal was accepted, the work was suspended.

According to the city council, there are unanswered questions, in particular regarding the immediate viability of the initiative, its implications for ongoing proceedings and its compliance with applicable law. The purpose of the independent report, prepared in July 2023, is to create legal certainty for everyone involved, namely initiators, landlords, politicians, administration and the public. (SDA)
