The canton of Graubünden wants to make 25 alpine areas suitable for wind energy. Wind turbines then roar right next to the slopes and behind the holiday home in the major ski areas. On the Crap Sogn Gion near Flims-Laax and on the Jakobshorn near Davos and the Weisshorn above Arosa. But the structure plan also provides for wind energy areas in the Bündner Herrschaft and in the Reichenau region.
But now the SVP Graubünden is going against the plans on the barricades. The most prominent “Doña Quixote” in the fight against the windmills is Magdalena Martullo-Blocher (53). “It’s an insult!” says the SVP land council member to Blick. “The 25 wind farm zones are located at the most beautiful tourist destinations.” However, part of the site of Martullo’s Ems plant in Domat/Ems has also been eliminated as a wind energy area.
For the selection of the areas, the government has based itself exclusively on the criteria of wind conditions, existing rugged buildings and sufficient space. Landscape protection, proximity to settlements, tourism and existing industrial or agricultural buildings have been ignored.
In visualizations, the SVP Graubünden tries to show how much the wind turbines would shape the city and the landscape: in Arosa, for example, the wind turbines are located directly behind the residential area, in the lordship they dominate the entire valley. “Your hair will stand on end!” continues Martullo.
She is convinced that the inhabitants of Graubünden have no idea what awaits them. Because the SVP Graubünden not only criticizes the wind areas themselves, but also the actions of the canton. The structure plan is in the consultation process until the end of June, in which parties and associations, but also communities, can comment. It is the only way to have a say, because later only the government decides on the structure plan. Neither the cantonal parliament nor the population should approve it.
And most don’t even know it. According to the cantonal party, the municipalities were just as little aware of the consultations as the population. Although four information meetings took place, they were scheduled at such short notice and were not widely publicized, so that almost no one attended.
In addition, for the first time, the consultation takes place purely electronically – and the system for entering the answers is complicated and user-unfriendly. And that with a template of 400 pages and extremely complex.
The SVP Graubünden therefore calls on the cantonal government to withdraw the structure plan immediately. This must be completely revised – in close cooperation with municipalities and regions. If the canton refuses, consultations must be extended for at least three months to allow the communities to properly consider the plans.
In addition, the SVP Graubünden will introduce a parliamentary motion in the Grand Council next week, according to which the minimum distance between the wind turbines and the next building should be at least one kilometer – as is already the case abroad and in other cantons.
