But still money for containers?: The National Council Committee wants to save the asylum plan with a compromise

The finance committee of the National Council (FK-N) would like to find a compromise on the issue of the planned container villages for the reception of asylum seekers. It adopts the proposal of its State Council sister committee to approve half of the funds approved by the Federal Council.

Specifically, the FK-N asks its council to approve CHF 66.45 million for the construction of the container villages, as the parliamentary services announced on Twitter on Wednesday. She made her decision by 14 votes to 11.

The Federal Council would like to place living containers on army grounds in order to be prepared for an increase in the number of asylum applications in the autumn. For this he applied for a mega loan from parliament.

The application of the FK-N should be understood as a tactical move. Because in the first week of the summer session, the National Council actually approved the entire supplementary credit of CHF 132.9 million requested by the Federal Council.

The Council of States, on the other hand, rejected the loan during the first consultation – and at the second attempt on Tuesday by a vote of 23 to 19, also the compromise proposal of its finance committee.

Bund wants to be prepared

The decision of the National Council Committee means that the idea is back on the table. If the Grand Chamber agrees to the dispute settlement, the Council of States must also rule on it.

From a tactical point of view, it is obvious that the supporters of the container villages will meet the skeptics in the Council of States. The background is the rules for adjusting differences in budget templates. If the councils do not agree, the Council of States has more influence in this case. If he insists on his no to the additional loan in the coming deliberations, he will prevail. This is because its resolution reduces spending.

Opponents of the project argue that existing spaces in civil defense facilities should be used first. It is controversial whether the federal government should be able to fall back on these places. The cantons claim that they themselves need it as a reserve. (SDA)
