The US government is taking the next step regarding possible regulatory action for artificial intelligence-based software, such as the currently popular chatbot ChatGPT. The IT authority NTIA is starting a public consultation on possible measures. The results should help develop policy recommendations, NTIA chief Alan Davidson told the Wall Street Journal on Tuesday.
The AI programs are already impressive even in the early stages of development, Davidson stressed. “We know that we need to establish some guidelines so that they are used responsibly.” One of the issues under discussion is certification of software before it is made available.
The text engine ChatGPT, Google’s competitor software Bard and programs that can generate images from text descriptions are causing a stir. At the same time, there are fears that their skills will be used, for example, to produce and spread disinformation. Such concerns were recently exacerbated by, for example, an artificially generated photo of the Pope and a series of AI-generated images of an alleged arrest of ex-President Donald Trump.
ChatGPT formulates the texts by estimating the probable continuation of a sentence word for word. A consequence of the procedure is that in addition to correct information, completely incorrect information is also made up – but for the user there is no discernible difference.
The US government has been considering possible regulation of artificial intelligence software for some time. At the beginning of this month, US President Joe Biden discussed with experts the opportunities and risks of such programs.
