Zelensky promises reforms

Ukrainian President Volodymyr Zelenskyj announced reforms at the Defense Ministry after a meeting with new Defense Minister Rustem Umyerov. In his video message on Wednesday evening, Zelensky promised, among other things, more digitalization, better troop supply and reduction of bureaucracy. This should give commanders more time to focus on actual fighting rather than paperwork, the Ukrainian president said.

In September – about eighteen months after the start of Russia’s war of aggression against Ukraine – Zelensky dismissed Defense Minister Olexij Reznikov following allegations of corruption. Six of his deputies were subsequently removed from office. Umyerov became the new minister. Previously he was head of the Ukrainian State Fund.

Deaths and injuries in southern Ukraine after Russian shelling in the evening

At least two people were killed and four others were injured in Russian shelling in southern Ukraine on Wednesday evening. According to the Interior Ministry, two civilians were killed and one person injured in a Russian missile attack on a food warehouse in the Mykolaiv region. According to military governor Olexander Prokudin, three more people were injured by artillery and air strikes in the neighboring Kherson region.

The Russian Defense Ministry previously reported the defense of two Ukrainian S-200 missiles near the key port city of Sevastopol on Crimea’s occupied Black Sea peninsula. There may therefore be no injury or damage. Meanwhile, Russian and Ukrainian Telegram channels published videos showing plumes of smoke rising near the city. Ukrainian observers locate Black Sea Fleet weapons bases in this area. The information cannot be independently verified.

The Ukrainian counter-offensive continues in southern and eastern Ukraine. Russian Foreign Minister Sergei Lavrov continues his two-day visit to North Korea. In view of the wars in the Middle East and Ukraine, US President Joe Biden plans to address the nation from the Oval Office on Thursday evening at 8 p.m. (local time/Friday 2 a.m. CET). (sda/dpa)
