The animals, including 28 baby turtles, two baby otters and a marmot, were seized on Wednesday after landing in Taipei.

Bangkok’s Suvarnabhumi Airport attributed the accident to human error. “We evaluated surveillance camera videos and determined that the smugglers were two foreigners whose luggage was scanned with an X-ray machine,” the airport said Thursday evening. An employee became suspicious and asked a colleague to open the luggage. Ultimately that did not happen and the passengers were allowed to pass.

The employee who failed to examine the bag as ordered has now been suspended pending an investigation, the airport announced. Taiwanese authorities announced they would also investigate the two suspected smugglers.

Thailand is a major transit country for wildlife smuggling. Many animals are brought via Thailand to major markets such as Vietnam and China.
